Cinema, wide screen, normal, zoom and auto are all aspect ratios. My 19" isn't perfect either, I just use wide screen because it gives me the best image. Also, try powering it off and back on again when you get the settings right. I notice that sometimes it takes that in order for the changes to take effect. I dunno if that's true, that's just my perception.

If you are using HDMI you wont be able to change overscan because its not applicable. Overscan was used to extend the screen for broadcast signals. HDMI doesnt need to extend the screen, its made to fit.
To adjust the aspect ratio you can use either the zoom or aspect button on your Insignia remote. This will allow you to cycle through the available aspect ratio option.
When using HDMI the TV will be limited to what options are available. If none of those settings fill the screen correctly, you will need to adjust it in the source device (cable box, dvd player). It will have a similar setting that will change the picture size.

As mentioned before throughout this post, if the TV set is connected to the source of signal with an HDMI cable, you wont be able to change the Overscan settings as is not applicable. In this particular case this encourages me to believe that you may need to change the picture settings directly from the signal source device, meaning the device currently connected to the TV (Cable box, Game console, Computer monitor etc)
You can as well attempt to use an alternate connection such as a set of Component/AV cables, after connecting everything with a set of AV cables you should be able to access to the Overscan adjustments and either set it up to On or Off. Please let me know how it goes.
