My Insignia NS-24DF310NA19 won't detect my PC when plugged connected via HDMI cable. The computer detects a second display, but the TV itself says "input not detected" when I try to plug the cord into any one of the three ports. The PC drivers are all updated and I've played around with every possible setting--is the TV capable of connecting to a PC using an HDMI cord? I was hoping to use it as an external monitor...

For any sort of computer troubleshooting, the best practice is always process of elimination to determine the root cause of your problem. Does your Insignia television work using that same HDMI cord with a different device, such as a Blu-Ray player? Is your laptop able to connect to a different external display, such as a monitor or another television, using the same HDMI cable? Have you attempted those steps with a different HDMI cord?
