Insignia - 55” Class LED 4K UHD Smart Fire TV Edition TV NS-55DF710NA19 blurry non-moving display

I'm trying to help my parents remotely, so it's just a bit tricky...

 

They just bought a Insignia - 55” Class LED 4K UHD Smart Fire TV Edition TV  (Model NS-55DF710NA19).

 

The display of channel information is blurry with an odd looking font distorsion.   

 

 

 

It's a stationary image, not like blurry with sports motion.   The TV is connected to a Dish Hopper 3 using a brand new HDMI cable that the Best Buy website recommended for this 4k connection.  My newphew also tried their older cable.  Watching TV or Movies seems to have no issues.  We are in a count down to return it unless we can figure this out. 

 

They spoke with Dish and verified there are no 'settings' on the Dish hardware or account necessary to go from their 1k to 4k TV. 

 

Any thoughts?   Or even 'what to call this' would help me search.

 

Blurry and fuzzy usually lead me to motion and pixelzation probles. This appears to be as a poor font choice that is being blown up incorrectly.   Dad moved the Dish back to the old TV, and everything looks sharp.

We found a setting in the Dish Hopper that switched it from a group of 1080i/1080p/4k to 720, once we made that switch, the font became crisp. The TV picture still looks great, even when that setting was put to 720,kind of weird. They will watch for a Hopper patch.
