I have been having the same issue since September. This is present with Netflix Ultra HD Titles, Prime Video and Disney+. Only happens with UltraHD and HDR titles.
I have been reading other forums which have talked about an update being released to fix the issue. This was projected for the next couple weeks! Linked below for reference.
Hopefully this will solve the problem for us all!

I am tempted to take mine back to the store, as I only got it 2 weeks ago.
This issue is ridiculous. Great TV other than this but this is unacceptable.

Hi. I am having the exact same problem with an Insignia 43" 4K UHD HDR LED Smart TV (NS-43DF710CA19) - Fire TV Edition. It is super annoying. Have you had any luck with a solution?
