What is it you are trying to do? Are you trying to get into parental controls or are you trying to connect and use equipment?
The TV will only recognize equipment if it receives a signal from it. So you will need to make sure that everything is connected correctly and turned on. What are you trying to connect to the TV? What type of wire do those devices connect with?
If you select parental controls, can you access the settings? The default password is 0000. The parental controls do not have anything to do with connecting devices though.

If the TV is asking you to run an auto scan, that simply means that you are on the TV input and not receiving a signal. If you are trying to connect an AV device (red/white/yellow), you will need to first make sure it is connected correctly. The red and white cables will connect to the audio red/white on the TV. The yellow connection will connect to the green port labeled video. Once you have it completely connected, make sure the device is turned on, and then you should be able to change inputs to AV. No scan or setting will stop you from doing this.
If you are in the menu and it constantly asks for a pin, this means the parental controls have been turned on. Try using code 9999. This will allow you into the parental controls. From here you can turn the parental controls off, or simply adjust any settings you would like.

Double check the model number for the TV and make sure it matches NS-19E310A13. If the TV is asking for a code and is not accepting 9999 as the code then the TV is defective and would need to be repaired or replaced. Do you know if an extended warranty was purchased with the TV?
