i recently inherited a pair of cerwin vega atk15 speakers  if im correct there 400 watts at 4 ohm?

my question is what type brand  kind of reciever do i need to power these monsters?

i have a new hisense 70 tv ana a lot  of cds no players or anything like that as of yet,  id like ot be able to use these as part of a home theatre system if possible,  this is all brand new to me so be gentle lol

Those are some nice speakers! I had to look them up, but they sound like they are going to be a great set to build your home theatre around. I am currently rocking a sound bar for my home audio setup, so I don't have a lot of knowledge in this area.
