No.  DVD drives do enforce region codes.

 

Methods that bypass these region protections, while common (There are video player applications written and maintained overseas available for free), violate the DMCA and so can't be referenced on these forums.

Older drives with RPC-1 firmware does ignore region codes, but newer drives that has RPC-2 firmware enforces DVD region coding at the hardware level.

RPC-1 is aaaaaaancient.  It will be next to impossible to find an old DVD drive that is RPC-1 but is still usable.

 

Some drives do have RPC-2 firmware that has been "hacked" to become effectively RPC-1, but doing this is illegal in the USA.  There are also software workarounds that bypass region protections, and similarly using these is illegal in the USA.

This is just my opinion, but I've always thought region codes were dumb.
