I'm not sure about DVD players, we have 6 TVs in the house. 3 TVs have Apple TVs connected, one uses a firestick and two including the Toshiba use the built-in smart TV feature. We primarily use Direct TV Now and Netflix, and have for approx 2-3years. Toshiba TV is the only one that exhibits this volume fluctuation, I have hooked up the Apple TV with no change in the situation. I have the Toshiba 43LF621U19 43-inch 4K Ultra HD Smart LED TV HDR - Fire TV Edition.

I have purchased 2 Toshiba Fire Tv's in the last 4 months. One 55 inch and one 50 inch. Both are experiencing the same volume issues as described in this post. Volume that is normally a comfortable listening level (say volume 10) will become very loud when the TV is turned on at a different time. It still displays volume level 10 but the volume sounds like it is at double or triple that level. It is so loud that the only way to listen to the TV when that happens is to lower it to volume level 1 or 2. This happens randomly, I would say 1 in 25 times of turning on the TV.
Turning the TV off and on again does not fix this issue. I have found that using the RESTART option under DEVICE & SOFTWARE section, under the SETTINGS menu will fix the issue until the next time it happens.
I attempted to contact TOSHIBA through their customer support web page but on the webpage it stated that as of the year 2015, TOSHIBA no longer supports TOSHIBA TV's sold at BESTBUY.
If a customer rep from BESTBUY would reply to this post I would appreciate it.

On select models of Toshiba TVs our very own Geek Squad are responsible for servicing the warranty for Toshiba. What’s the model numbers of your televisions? I’d be happy to double check that for you and point you in the correct direction on this matter. That’s our typical route if the troubleshooting steps noted in this thread aren’t helping you!

So is Best Buy handlling this issue?? I have it as well. Optical Audio output to a receiver and pausing any video causes it. Restarting the video the volume will ramp all the way up, reset to a lower volume and slowly do it a second time. All the way up to full volume it then resets and plays at normal volume.
