I have a viera 70 inch Panasonic the power button works but can't say the same for the rest of the controls we don't have the regular remote so we purchased a universal and it still doesn't control the other buttons can't even get to the menu on the television the volume is extremely loud and it's beginning to get very annoying.

Often with the universals there are a number of different brand codes you can use to sync the universal to your particular product. 

The instructions that came with the remote should have instructions for programming the remote.
