Sound variance on TVs

I have 2 fairly new tvs less than a year old...the sould is continuely up an down would a surournd sound system help this or is it other issues

Can you be alittle most descriptive. Do you mean it gets louder when a commercial comes on? Or does the volume waver as you are watching a TV show?
