I am looking for a 40-42" TV. Is there such a thing as a TV that is not "smart". I do not want/need an internet connected TV.
I was just looking to upgrade from my old LG(2009).

The TLC/Roku TV's are a good deal and look pretty good. When you plug it in just skip the network setup and they operate well as a standalone non-smart TV.

As @Dimestore55 mentioned you have a lot of options and the smart tvs do provide good quality at reasonable prices. however you can still select from standard ones if set up and navigation of smart ones is too much to deal with. here are examples:

I was looking for a TV for my Mom. I want a good quality one(sound/picture). She wants something simple that just easily turns on/off.

Glad you elaborated on this. Just get a simple plug and play LED 1080p-good picture quality and sound, well balanced on both ends than a LED or LCD at 720 pixels. Overall exprerience will also depend on the signal source for example an antenna vs cable/satellite or dvd player vs a vcr.

What you say sounds simple but I cannot find one. My current TV is an LG that is about 8 years old. I have Optimum so it is hooked up to a cable box. I am just comparing the screen of the TV to my Ipads and the clarity on my Ipad is so much clearer. I thought that a newer TV would give me a superior picture. One if the reasons I do not want a smart TV is because I hear bad things about turning the TV on/off and it not going directly to the main TV screen. This is for my Mom and she justs needs to be able to turn it on/off and not having to switch inputs/screens just to watch regular television.

Welcome back to the forum! Smart TVs definitely offer a lot of neat features and make it easier than ever to stream your favorite shows from your choice of services online. While still affordable on most budgets, I can understand not wanting to pay for features you don’t intend to use.
