Welcome to our Best Buy forum community! Getting a universal remote should be a time of excitement, so I'm glad you reached out when you weren't getting it to program to Hulu like you wanted. We'd be happy to step in and see how we can help!
As a fan of Hulu myself, I can certainly understand why you'd want to set-up a quick way to access that streaming service. When you set-up the remote to Netflix and Amazon Prime, did you do the direct code entry method or auto code search? Direct code entry is recommended, as it's the simplest and quickest method to set-up the remote in most cases.
You can learn more about how to program the remote via both of those processes by checking out the manual on page 6 here. If trying the direct code entry method doesn't do the trick, I recommend calling Jasco's technical support at (800) 654-8483, where they can be reached Monday-Friday between the hours of 7 a.m. to 8 p.m. CST.

I can understand how that would be confusing if you hadn't programmed the first two buttons to be Netflix and Amazon Prime. I recommend following that guide I linked earlier to re-program the remote so you can have it work how you want.

What's likely happening is that the TV itself does not have a discrete remote command for Hulu. Many of the smart tvs available today have dedicated Netflix and Amazon Prime video buttons on the remote that comes with the TV. Very few have a dedicated Hulu button, unfortunately.
Universal remotes such as the GE remote you purchased can only reproduce the commands that the TVs factory remote are programmed to send, so there's unfortunately no way to program the third App button on your remote.
