Advice on Multi-room setup that terminates to two speaker cables?

Hi everyone, my folks just purchased a house that has speakers in almost all the rooms as well as volume controls on the wall in several rooms. The speakers terminate to two speaker cables with a red and black cable coming out of each.

I'm trying to give them advice on what they need to buy and do the control the setup. Anyone have any suggestions? I was expecting to see a bunch of speaker cables and to buy a Multi-room receiver. However since there are only the two cables I'm wondering what the next move is.

My current house came with a similar setup when I purchased it. 

 

The previous owners had run speaker wife through the walls from the upstairs living room that comes out in the basement with a volumn control nob as well. 

 

Have you looked around the house to see if there is wire on both ends

 

 

The previous owners must have had some sort or multi output amplifier connected to the main amplifier. 

If you can follow the cables I would expect there to be a space with a bunch of wires in it that then tree out to each room.
