Purchased Samsung 65" TV and the screws holes on the back are not centered on the back of the tv.

This means that the TVis sitting slightly lower than desired. Are there mounting bracket extenders for the RF-TVMLPT03V2/V3 tiliting wall mount?

I'm not aware of any bracket extenders available for that mount. Your best bet is to move that mount up on your wall. Alternatively, you can swing by your local Best Buy to speak with an associate to see if they have any alternate mounts that may fit the current drill holes you have better.

wouldnt moving the mount up degrade the integrity of the studs? it really only  needs to move up 2 inches, so I am concerned about the short distace between the holes and the weight of the TV

If you have a concern about that, you may want to reach out to a contractor to make sure that won't be an issue with your specific setup. I have never heard of any issues with moving a mount up, as long as it isn't something you are doing more than once.
