I have the isignia bluetooth headphones and i also have a sony bluetooth transmitter for my ipod.. i tried to pair them but they never connect what is the problem? Please Help

As long as you are following all the instructions, it should work. One of the devices may be defective.

Is it a set of stereo headphones, or is it a headset?  (Headphones have one speaker for each ear and sometimes a microphone if they also serve as a headset.  A headset has one speaker and one microphone and fits on one ear.)
