Unable to issue certificate for refund points

I used $315 certificate to place an order on Dec 28th. The order was cancelled and certificate was refunded into points. Today 1/2, when I tried to issue the points into certificates, it shows error “we are sorry. We’re unable to issue a certificate.” Please help
