Rewards not reinstated

In May 22 I ordered an iwatch open box thru Best Buy.com. I paid $269, $250 in rewards and $19 credit card. UPS guy delivered the box, but it was opened and empty, I gave the empty box back to him while he was still at my house. UPS guy noted that the package was refused. Well, it was only refused because the watch wasn’t in the package!! Finally, after several calls to UPS and Best Buy, in September 22, Best Buy refunded my $19! I am still waiting for my $250 in rewards to be refunded! I call periodically and Best Buy tells me I will get my rewards back! Really? It’s been over 5 months!!!! How can I get my rewards back???!!!!
