I had this exact same issue.
After chatting to a rep online, they had me call the Best Buy credit card. Unfortunately, the Best Buy Credit Card phone answering system was so bad that I couldn't talk to anyone, going in an almost endless loop. Then, when I finally got a hold of someone, they said that I didn't have this issue and couldn't merge the accounts.
Unless I can get help here I don't plan on using my Best Buy Visa any longer since I can't use my rewards.
