I am having a similar issue. I received an email for a $20 certificate on 2/27/19, but I have not been able to select it for use during checkout. I have tried clearing cache/cookies and tried different browsers, but it is not showing up. The member ID shown in my email matches the member ID shown when I'm logged in.
On the bestbuy website, when I click on my name, it says:
$20 Certificates. 101 Points. Manage your rewards
Clicking on the link brings me to the reward overview page where it says "You don't have any reward certificates".
I've been waiting patiently hoping that the issue would eventually fix itself, but it's been about a week now and I still don't see the certificate at checkout. May I please have assistance as well? Thank you.

It's not like your certificate sprouted legs and walked away. That would be interesting to see though. My first thought was that maybe you had multiple rewards accounts and a merge is needed, but you mentioned that the ID number in the email matches the ID number when you login. Do you see in your rewards history on BestBuy.com that 1,000 points were deducted for the $20 certificate? If so and the certificate is not available or redeemed, then there are a couple things we can try. The certificate might just be "stuck."
