Today I returned a game I pre-ordered in 06.11.2018. The game released last month on 11.14.2018, but a manager was required to process the refund due to register restrictions. Note I am a Elite Plus rewards member. Is it normal for this happen on game pre-orders returns?

Thank you for reaching out to us here on the forum! Returning a video game can be a bit dispiriting, especially if it was a pre-order you no doubt were looking forward to enjoying after release.
Based on the release date of Nov. 14, between your Elite Plus status and our Extended Holiday Return & Exchange Promise, your video game should be well within the return and exchange period. As a media purchase though, depending on the circumstances of the return (such as if the game was opened), there may be restrictions in place that would require store leadership intervene.
