Did not receive the full promo amount from Citi Credit Card?

The promo that was running was spend $750 on billing merchants between January 1st and March 31st 2022 and get 10% back in reward certificate. 

 

 

I actiavted the promo on February 14 2022. 

 

I was able to reach $750.02 in spending on February 19th 2022.

 

I received the promo certificate on March 18th 2022. (4 weeks out). However, I only received $60 out of the $75.
