2 step verification no codes

It's been a while since I used my best buy account, but last week, I tried to login and found that 2 step verification was turned on. I managed to get into my account by resetting the password, and I found that someone else had ordered an item, but I still don't have any codes or backup codes, and they aren't sending to my email when I request new codes. I tried calling customer service, but they said they couldn't do anything and that the codes should have sent to my email.
