iPad was not delivered and BestBuy refuse to give me the item or give refund

I had ordered iPad for my Niece for graduation gift.  Best buy send message that item was delivered.  My niece went to the door and there was nothing.  She and grandparents were home the whole day.  I called Best Buy sevral times to follow up and all I keep hearing is we are investigating.  Its been three week and they keep saying we will start a new investigation outside of best buy.  Customer service first time said go to store and pick up your item.  Went to store and they said your item has system hold.  Then they said your refund is being processed and it will take 8 to 10 days.  When not receiving the refund I called back and was forwarded to several repersentatives who said we are investigating and in the middle of the call it got disconnected and didn't get call back.

This is absolutely not acceptable.  Item was ordered, either you fulfill the order or give refund.  Now I am seeing in the forum serveral people are complaining about the same thing, so its just not me.  Everyone now orders online now day and Best Buy should have a better fullfillment process.  I would be now be scared to order anything from best buy and would recommend same to others.

Someone finally was able to help us and get our Refund after 3 weeks. Thank you.
