That does not sound good. Best Buy return policy is 14 days however the policy also does not allow for the return of items damaged after purchase.
Final sale and nonreturnable items
All Final Sale merchandise cannot be returned. Other nonreturnable purchases include custom orders, digital content, prepaid cards (including third-party gift cards), gift packaging, memberships, completed services, opened consumable items including batteries, cleaning agents, oils, fuel, ink and 3D printer filament, and items returned that are damaged, unsanitary, missing major contents or not in a like-new condition.
As per Apple
If you meet the above criteria you may be able to contact Apple for Warrenty service.

Hi, akinghorn,
Welcome to the Best Buy Community forums. I’m sorry to hear about that Apple Watch not working.
Under our Return & Exchange Promise, damaged products cannot be returned, and water damage would fall under that. If the watch were simply defective, we could accept a return, but since it has water damage it is not returnable.
I suggest reaching out to Apple directly at their support site. They can go over repair options with you.
Sincerely,
