It depends on how the card was purchased. Did they go to a grocery store to buy the card, a mall or did they buy the card in store?
I'm pretty sure that the original purchaser of the GC would need to create an account on the forums to get help for privacy reasons. But if this is a card that is purchased outside of Best Buy there is a support method they have to follow for help with this issue.
Cards in grocery stores and malls are a third party outside Best Buy and have their own support method for getting help with this issue.

However, if the gift card was purchased at a third-party retailer such as a grocery store, the place of purchase will need to be contacted for further assistance by the gift card purchaser.
