Due to COVID 19 I would imagine that Best Buy's recycling program is temporarily on hold. Recycling is primarily for consumer electronics as opposed to compact disks. If you're looking to do something with them, take them to a record store or donate them to a library. Maybe it will net you a couple of bucks.
Unfortunately Best Buy has phased out Compact Disks but has a large supply of Vinyl as it has made a comeback again.
