Best buy returned my GPU to the sender, I've gone 21 days without a refund. This is insane.

I ordered this mid October as a gift, but they sent me the wrong address. It gets returned to sender. Best buy, on over ten occasions, refuses to refund me, even though I filed a UPS investigation and they confirmed delivery to the sender. This is insane and I cannot afford to be ripped off right now.
