You should check out http://www.wikihow.com/Fix-a-Scratched-CD. There are many products out there, most cd/dvd stores carry it, I'm unsure what it is called but it runs about 10 bux for the liquid, also there are actually buffer machines that you can buy. If you have a large collection of scratched discs (I definately do!!) it may be wise to fork out the extra dough to buy a buffer. Best Buy sells Scratch Out CD/DVD Repair Wipes (10-Pack) .

I don't know if it's an option in your area, but we have a store called Hastings, and they would charge $1 per disc (CD, DVD or Game), and buff out any scratches or anything like that. I personally like having discs buffed out rather than using the wipes, because they work better...at least for me.

I have only tried the little bottles of cream (I can't remember what it's called, comes in a white bottle) and it works pretty good. If I could, I would buy a buffer. I personally have a lot of DVD's and two little ones at home. ALL of our movies are scratched and it would just be the best investment. The wipes are probably worth a try, most likely they are pretty cheap.
