I pre ordered Amazing Spiderman steelbook. And recently the price for it dropped. When my credit card is charged for the purchase, will it be for the new sale price?

Absolutely! When you place a pre-order, there is an initial authorization charge that will show up that is simply the bank verifying that the funds are available and then holding them for the purchase. The card is not actually charged until the movie either ships or it is picked up in-store, depending on the fulfillment option you chose, so you will be charged the price at that time.
