iCloud issue

I can't seem to do anything with the app. Anything I try give me the message 'Your iCloud account does not have access to modify this home. If I try to create a new home I get the message "Cloud data sync in in progress." But I have been geting the message for days now. I'm sure no data sync is in progress.

Any suggestions?
