I did not pick up my pre-order of Cyberpunk 2077 but the steelbook was shipped to me. I returned it on December 31st yet I have only received a partial refund for the order. I am still owed $20.83 that was initially deducted from my refund. The order # is {removed per forum guidelines).

Cancelling the order or returning the game without the steelbook typically would lead to being charged for the value of it, though it sounds like you returned the steelbook. I'd be happy to take a closer look into this and see what I can do to help.
