I had a similar issue with my steelbook - my copy of the game was ready for pickup in-store but the steelbook was automatically cancelled through bestbuy.com. I asked an employee and he said that it was because they only got a few steelbooks shipped and they have no idea why. He was understanding; however, the only bit of advice he could give me was to continue to monitor and check to see whether the store receives any more steelbooks, as it was an unusually low amount that they received.
Out of curiosity what I ended up doing was ordering another copy and seeing if this was just an issue with in-person pickups - it seems that for whatever reason Best Buy has dropped the ball with the in-store experience. If my second order comes with the steelbook I'll return my original pre-order. I've seen anecdotal reports that those who requested their pre-order shipped to their homes have also received their steelbooks.
The new order has the steelbook delayed and arriving by Dec. 23 (the game is apparently well-stocked and is already out for delivery), so I'll see if it actually arrives this time or if it also auto-cancels the order. If it indeed arrives as expected on the 23rd it would seemingly confirm at least one of my suspicions:
1) there are steelbooks at the warehouses/distribution centers, but for some reason bugs/miscommunications in their distribution to physical stores. (Other anecdotal reports suggest that some stores have received many steelbooks, others few to none)
2) there aren't any/very many; because of the pandemic influencing the global supply chain, the manufacturer has shipped the ones they have managed to make in time for launch to the distribution centers. They either have made more or are making more, and there is an incoming shipment of these on their way from an overseas factory - hence the delay in only the steelbook, not the game, and an automated action on the website cancelling my original steelbook.
Hope this helps. I'm a bit frustrated as well, but more at the fact that the pre-order experience really doesn't seem like any benefit at all over just ordering online after launch. Kind of an essay but hope this helps with providing some insight into why your steelbook was also missing from your pre-order. Hope you manage to secure your steelbook!

First and foremost, thank you for choosing Best Buy for your Cyberpunk 2077 pre-orders! I know this game has been highly anticipated, and I truly hope that you all have been enjoying it so far!
I'm disheartened to hear that you haven't been able to secure the steelbooks with your orders. I can understand wanting to bring this to our attention, and to check what options may be available given these circumstances. We ask that you please visit your local store for further support with this, as they would be best equipped to assist.
