So I also only recieved the code for Super Butoden and did not receive the code for SSGSS Goku and Vegeta. Called Nintendo Support to see if their was anything that could be done, said to contact Bandai since they are the publisher. Contacted them through email and they got back to me and said they can't do anything either it was not prepackaged in the box. They also said this "If the retailer/store where you purchased it has run out of codes or is unable to provide a replacement, you may need to contact the retailers corporate support or ask to speak to a manager at the store level." But think that might do more damage than good at this point.

I've also received only one code, in my case for the Super Butoden game and not for the early-unlock characters.
(If it'd been the opposite I might not have anything to complain about... Super Butoden 1 is as awful as I've heard.)

My code also only unlocked the butoden game not the ssgss characters. It’s pretty ridiculous that it’s two weeks later and we still have no answers. Have an update soon or I’ll just preorder from GameStop going forward.
