Intel states that Best Buy is a participating retailer for the i5 Modern Warfare II promotion and BB denied the code. See the link above - it shows Best Buy as a particpating retailer.

Turns out Intel had out-of-date information on their website and BB no longer supports this promotion. 

So unfortunately this ticket will remain unsolved due to Intel's error.
