$20 Steam Gift Card Not Activated

Hi, I sent a $20 steam gift card to my friend for his birthday, but he says the card won't activate. I don't know what the problem is, but when I ordered it, I used his name on the order, but paid with my debit card. I don't know if that caused the problem, but I don't know what else to do. Is there anyone who can help us resolve this issue? Thanks!
