Got some help from Austin, big kudos to him. It looks like if the game is included in the ad even at full price the system is currently blocking GCU from applying to it. I tried adding the Pokemon two pack for sword and shield which doesn't appear in the ad, and my discount is applying correctly to that at least.
They are looking into this to confirm the discount should actually be blocked on the full price games that appear in the ad, but looks like for now we are out of luck on anything that appears at all in the ad. Thanks for the help Austin!

Good Morning everyone,
Thanksgiving and Black Friday are almost here, and with it, Black Friday sales! This year, Best Buy decided to give our customers an early chance at a lot of those Black Friday deals, especially in gaming, but it sounds like this has also caused some confusion with how GCU works with Black Friday sales.
Going back a couple of years, GCU discounts were not allowed on any gaming items in the ad from Thanksgiving to Cyber Monday. With those items being offered early, it’s still a Black Friday ad, so again the GCU discounts will not apply to any marked down items in these ads.
The exception to this would be Pokemon Shield (SKU 6255368), Pokemon Sword (SKU 6255366) and the dual pack of Shield/Sword (SKU 6352156). These should still receive the discount, and our support teams are aware that they currently aren’t reflecting those discounts. They should have this fixed soon. Once I have confirmation of this, I’ll update the thread.
Thanks for your patience!

Hey there, everyone,
I've got an update! For the Black Friday ad, it looks like the three Pokémon titles that are regularly priced in the Black Friday ad should now be reflecting the GCU discount correctly.
All other regularly priced games should still reflect the GCU discount during the current early Black Friday ad, and when the actual full Thanksgiving/Black Friday ad goes into effect.
Our apologies for the mix-up and hopefully you can "catch 'em all" with your GCU discount now!

The only version of Mario Tennis Aces currently available is the digital version. Only physical versions of games qualify for the Gamers Club Unlocked discount.
I hope that clears everything up. Please let us know if you have any other questions.
