I have been in contact with Bestbuy chat support and they tell me that my purchases made with tax exempt should still count towards Elite Plus membership since I still pay the money to make the purchases. I understand that I don't get reward points for those purchases.
However the website don't seem to count the tax free purchases towards the total amount of paid.
The policy don't make sense since you are not rewarded for the tax paid, only amount before tax
plus if you pay tax it still don't prevent you from reselling the product.

Welcome to our community. The answer to this is fairly simple, so I apologize for any confusion or incorrect information our phone agents may have shared with you. You're correct that points are awarded for the pre-tax total of your purchase. However, if your tax exempt status is categorized as being for resale purposes, any purchases made with that Tax Exempt Card (TEC) will not qualify for points. I was able to locate your tax exempt registration and confirmed it is categorized for resale, which is why you are not seeing points post to your account for these purchases. Please note this means those purchases would also not count towards qualifying for Elite or Elite Plus status. This is called out in more detail in our program terms below that each members agrees to upon joining the program.
"Non-Qualifying Purchases: Leased products, purchases made prior to becoming a member, purchases/rentals at rent-to-own locations inside Best Buy stores, instant rebates, pre-orders at the time of deposit (the points will be awarded at the time of final payment or at the time you pick up the product), purchases made for resale, purchases paid with a reward certificate, purchases using any type of promotional financing, Best Buy gift card or Magnolia gift card, store credit issued by Best Buy, sales tax, service charges, certain Best Buy for Business or commercial purchases, other excluded charges, and certain items that are excluded in particular promotions. Best Buy entities such as Geek Squad® services purchased in store are awarded points; Geek Squad services purchased in home are not."
