Poor Customer Service and no delivery

To whom It may Concern:

One thing I hate more than anything in the world is dishonesty.  I try to be honest in all of my transactions.  I wish it was the policy of your Best Buy sales representatives. The dishwasher I bought from your store on 2/16/13 leaked all over my kitchen cabinets destroying 2 of them. I had geek squad protection for 5 years so it was covered and on 2/10/2018, I went to the Best Buy store to replace the dishwasher, {Order number {removed per forum guidelines}}.  I was told that they would call me for delivery.  They have tried to delivery it two times now but installation has not been included.  I have been given the run around since then trying to get my dishwasher installed and the old one removed.  I have spoken to customer service, delivery and dispatch to no avail.  The final straw came today when your employee Charlotte called.  She is telling me that the dishwasher can not be installed unless I pay $139.00. She told me that the old dishwasher was not installed or taken away.  I have to wait for corporate to approve to override the cost before it can be considered for delivery.   First, your own web page states that free delivery is included for appliances over $399.  Second, this is to replace a dishwasher that was installed and hauled away when I bought it in 2/13. Charlotte told me I did not pay for it then.  I have the old reciept which shows it was included on  the bill of sale for the old dishwasher.  Please have Charlotte read your delivery policy as well.  I am not paying $139.00 for an installation on a dishwasher.  Please look at my buying history with Best Buy.  I have never paid for installation or haul away on the numerous products I have bought from you over the many years.   I have waited over 16 days now for my dishwasher and I am sick of washing dishes.  I hope you can reconcile this situation.
