Delivery/Installation of Dishwasher - Failed SCAM

On August 11, 2020 a dishwasher was delivered and installed to my rental property.  The tennant was present.  The delivery men turned off the hot water valve under the sink and installed the dishwasher.   My tennant called and said that the older gentlemen indicated that the hot water valve would not come back on, even though they(BestBuy delivery) had turned it off.  My tennant explained that the "older" of the two delivery/installation wanted to charge $30.00 to "fix" the valve.  

 

I recapped the conversation between the delivery/installation older gentleman and my tennant in that they turned it off, couldn't get the valuve turned back on and wanted to charge $30.00 to fix it.  I told my tennant to try and turn it on.  Before she could bend down to turn it on herself,  the "older gentlemen" reached down and turned it on.  The "older" gentlemen explained that the "younger" one was still new and learning.

 

From my standpoint, this was a failed SCAM!  Older or not, experienced or not, how does one turn off a valve and not be able to turn it back on?  And then to want to charge to charge $30.00 "fix" it?  I'm not plumber but I would imagine that replacing a valve would cost more then $30.00.  These valves are NOT old nor rusted.  They are actually less then 5 years old. 

Please respond to my inquiry and explain how this could even be good business.
