$200 E-Gift Card Not Delivered After 4 Weeks

In July I ordered a $3,000+ double oven - an order whose delivery and install was handled flawlessly (after a prior attempt with Lowe’s failed).  I was to receive $200 in Best Buy gift cards as a promotion with this order.  
I have spent hours on the phone following up on these to date undelivered gift cards.  I have spoken to a dozen customer service reps and been transferred to the “correct” department at least that many times.  I have been promised resolution with 24 hours twice and promised call backs 3 times with zero resolution.  I just got off the phone with someone who I could not understand after a 47 minute hold time.  
Please help me.
