A number of factors:

Will this be inside/outside? If inside, how big of a room are we talking?
Would you prefer something that you could use in the future, perhaps a surround sound system?

I'll have to let someone else chime in on specific products to check out. That's quite a large space to budget ratio.

That is a huge amount of space to try to fill with sound with such a tiny budget. most of the time when you are talking rooms that large you are looking at actual theater systems or DJ systems with large floor standing speakers.

There is absolutely no PC based audio speakers with subs that could full fill that need. You without a doubt need to look at a increased budget, find a local audio store that rents DJ/Party equipment, or find the best Home Theater in a box and pray it works well. I absolutely love Onkyo's HTIB systems they are very powerful and sound great. But the question still would be is it sufficient for such a large space. If the room has good acoustics then it would not be a issue to much but if the room deadens the sound then you would need a much more powerful system.
