 I am interested in a refurbished HP 2170P-1028. The item description shows 1 year warranty but doesn't identify who is responsible for the repair. Who does the refurbishing for the HP laptops and who provides the warranty

I believe many HP laptops are refurbished by HP themselves. Unfortunately, It's been a long time since I seen refurbished models offering a 1 year warranty as when HP had the Compaq brand, refurbished often carried 90 days warranty. 

When you turn on your unit, you're shown the warranty status in the HP Total Care app installed on the computer. @SoMeAm-HP may be able to give more information on this.
