I'm looking for a new printer - something in the mid-price range (MY mid-price range of $200-300), that gives me close to photo quality print and has an exceptional scanner (for scanning pictures form high gloss magazines)
Those are my only real requirements - other than maybe, takes regular 8.5x11 paper and has wifi capabilities, and doesn't go thru a print cartridge a day - everything else can be pretty standard.

I got the Brother J995DW Printer with the XL ink and it lasted us for a year and a half - no joke so its a small cost but a nice investment. The ink pays for itself

I have had a variety of printers over the years and have done a lot of photo printing.
Brother, Canon, HP, and Epson all make some very good photo printers.
Arguably ink jet will do a better job than color laser.
Commonly you will find inkjet printers will have 4 ink cartridge's Black, Cyan, Yellow, Magenta that they combine to make colors. When looking you will see some of the higher quality ones will 5 or 6. My father used to enter a lot of photo contests so I got him 6 cartridge printer.
However, a different aspect you will want to consider first is to look at how much the replacement ink will cost.
There are actually only a few photo printers that are over your price range. For those filtered as Photo Printers
Many of them do have scanning and copying abilities. Though scanning high gloss may be a hit or miss.
Generally speaking your home office machines will do a better job, but they are alse more expensive.
I would avoid those that have multiple colors in one cartridge

It sounds like you have some awesome printer goals!
I would encourage you to read over all of the responses in this thread as there is some great information to be found. That said, here's my personal advice:
I would go ahead and purchase a printer such as the HP - ENVY Photo 7855. It should be an excellent photo printer. It also includes a scanner. This allows you to use the scanner for the time being, and when you are ready to upgrade you can grab the Epson - Perfection V39 for higher quality scans.
