I bought this Insignia USB Bluetooth Adapter today. When it is plugged in, it says "Unknown USB Device (Device Descriptor Request Failed)". I've tried installing drivers and it does nothing, they don't even recoginise it as a device. I've also tried rebooting my computer multiple times. I am also running Windows 10 if this helps.

You'll want to try that adapter in another USB port to see if it works. If it does, you know the issue is the port. If it doesn't do you have another PC you can test it on? That should let you know if the issue is the adapter itself, or if it lies with some software or setting on your PC.
