BitLocker is a drive encryption that many places of work choose to enable on their computer, sort of like hard drive password. However if you attempt to take the drive out and put it in another computer or perhaps an enclosure it won't be readable.
Are you certain you did not put a password on it?

Sorry but its nothing that Dell can do, its a MS issue, your data may be lost unless you can find a way to get it recovered. It was already activated so you need to have someone decrypt it.

I think what is happening is that the service partition may be active or some part. Did you clone your drive when moving or did you keep the original drive in tact?
I think its a partition configuration issue.
