If it is just a car charger, there is not going to be a reset on it. Can you try it in a different outlet to see if it lights up then?
Do you know when and where you purchased the charger? Do you still have the receipt?

Since you have the receipt, and based on the purchase date being roughly a month ago, I would recommend taking the product into Best Buy with the receipt, to the Geek Squad counter for warranty evaluation.
