I know I'd be confused too if I went to use a tax-exempt card and sometimes it applied to the order, where other times it didn't. That doesn't sound ideal, so I'd be happy to try and provide you with some answers.
Tax-exempt cards are meant to be used in the state where you applied for the card, so if you place an order to be picked up or shipped to a state that's different from the one that qualifies, that would cause the order to not be tax-exempt. Also, while most of our products can qualify as being tax-exempt with a tax-exempt card, there are certain items that it can't be applied towards, such as food or beverages.
Have you noticed any trends among your orders that did not qualify for being tax-exempt? As far as your Verizon question goes, that is very odd that it won't let you keep your unlimited plan. I know how much I love having an unlimited plan, so I wouldn't want to give that up either. I recommend visiting your local store so they can work with you for placing that order, as you shouldn't have limited as your only option.
