"Investigstion" completed - Refund denied

On Nov 7th, I purchased a new camera, figured new xmas gift for myself a bit early. It was set to arrive on Nov 8th, tracking says package is delievered - I get home and nothing is there. I chat into the support team and they tell me to wait 24 hours and chat back if nothing is there still. So In figure yeah, maybe it was just marked delivered on accident so I continue to wait the 24 hours. On the 8th, since the support team told me to wait 24 hours as the package may arrive then, I decided to also purchase the gimbal kit I was looking at so they would arrive the same day.

Nov 9th comes along, gimbal package is marked as delivered - I get home and nothing is there. At this point I assume they were snatched from my porch (I live alone, no one else was there at the time to bring them inside.) I chat into the support team again and they say they started the process for refunding both items and I just need to wait for confirmation emails at this point. So I wait for the confirmation emails and they eventually come in - now its a waiting game for the refunds to apply so I can just go into the store and buy them there instead of worrying about a porch pirate again (seems like its been frequent for the neighbors in my area unfortunately.) 

 

Then today on Nov 22nd, I get two emails (one for each of the packages) saying that the investigation was complete and they're unable to provide any refund or replacement. So what am I supposed to do at this point as I've spent the money and didn't get the items, as they were (more than liekly) stolen?

And on another note, neither of the packages required a signature. Both of the items being a pretty high dollar item and neither requiring a signature just doesn't make sense. I dont even remember having the option to opt in for a required signature

Sent you a message back regarding the claims I've filed. TLDR all you've done so far is copy and paste the same statement that the chat support gave me saying that I won't be refunded. I've already filed my comnplaints with both the attorney general and CFPB regarding the issue.

Best buy tells me to contact law enforcement and the courier - already filed my police report so that is done. I contact Shipt about one of the orders that was snatched from my porch and they say its on Best Buy at this point. Am I just gonna keep getting ping ponged around?
