As it sounds like you’re aware, there are a few parameters we’ll need orders placed with a non-U.S. billing address to follow. These are outlined in our International Orders Help Center article, which you’ll find here.
In regards to the phone number needed when placing your order, please know there is not another workaround we’ll be able to offer, and the phone number needed when placing the order would be the number of the person you’re shipping to. Additionally, please know any products purchased through Best Buy are designed for use in the U.S., and it is assumed all products will be used in the U.S.
