Shipt order "delayed" for 2 months, money never refunded

I placed an order through Best Buy and the Shipt delivery was delayed for two months. 


I have called the Best Buy support hotline multiple times and they keep telling me my refund request is processing, and  promise a "refund confirmation email" but I never get one. 


I have asked for a refund since DECEMBER and I still have not gotten ANYTHING back...
